Executive Director
Salary: $190,000 - $240,000

HealthTrust seeks an inspired, collaborative leader with experience in the risk pool industry and medical coverage lines. The ideal candidate will be an experienced leader who excels at identifying, creating and implementing strategic initiatives, facilitating efficient and effective communication with the board of directors, leadership team and teams within the organization.
HealthTrust provides high quality, cost-effective medical, dental, prescription drug, short- and long-term disability and life insurance benefit plans as well as FSA, HRA and COBRA administrative services designed to meet the unique needs of New Hampshire’s public sector employers and employees. As the largest organization in the New Hampshire public sector risk pool management segment, HealthTrust serves more than 350 member groups and 50,000 covered lives. Through partnerships with Anthem and CVS Caremark, HealthTrust offers medical plan options that balance accessibility, personal choice, and affordability through a broad provider network and collaborative partnerships. The Executive Director is the chief executive officer of HealthTrust and is responsible for the overall direction and management of HealthTrust’s risk pool operations and programs.
The general duties of the Executive Director are:
- Develop a positive organizational culture and promote transparency and collaboration throughout the organization.
- Collaborate with the Board to identify, create and implement strategic plans to actualize program objectives, strengthen the organization’s service model, and retain and grow membership with the organization.
- Report on the organization’s results and other important issues to the Board of Directors to ensure the Board and its committees are adequately informed of the performance of the programs and operations of HealthTrust, and any needed changes or corrective measures.
- Develop and recommend to the Board an annual operating budget and provide the Board with monthly and quarterly reviews, and periodic forecast updates.
- Identify the positions needed, and recruit, train and develop a talented team of employees who can effectively lead departments and manage strategic business functions.
- Develop strong working relationships with vendor partners, Member Groups, Federal and State government officials and legislators, and other relevant parties.
- Ensure that services provided by vendor partners are sufficient to meet or exceed strategic goals and objectives.
- Monitor HealthTrust operations and ensure employees and business practices comply with regulatory and legal requirements and continuously improve HealthTrust operations to enhance effectiveness and efficiency and to incorporate best practices.
- Coordinate and lead the rating process for all the employee benefit coverage lines. Develop appropriate underwriting practices and policies. Monitor actuarial soundness of all risk pool programs.
- Monitor the short- and long-term financial condition of the organization. Collaborate with the Chief Financial Officer and the Board’s appointed investment managers to strengthen the organization’s financial position.
- Monitor and evaluate the effectiveness and efficiency of HealthTrust’s information technology systems, including security and privacy practices, and services provided to Members.
- Represent HealthTrust in ways that strengthen the brand and effectively communicate the organization’s message.
Requirements/Minimum Qualifications:
Master’s degree in public or business administration, political science, public policy or a closely related field is preferred. 10 years’ experience as a chief executive or administrative officer with expertise in the risk pool industry and medical coverage lines. Knowledge of governmental operations, health care law, and business management practices, including financial and investment management highly desirable.
In lieu of the above, any equivalent combination of training and experience that provides the above referenced knowledge, abilities, and skills may be considered at the discretion of HealthTrust.
