As described by the American Academy of Actuaries, health insurance risk pools are large groups of individual entities (either individuals or employers) whose medical costs are combined to calculate premiums. Pooling risks together allows the higher costs of the less healthy to be offset by the relatively lower costs of the healthy, either in a plan overall or within a premium rating category. In general, the larger the risk pool, the more predictable and stable the premiums can be.
To serve our Member Groups, we use a risk pooling model, which allows public sector entities to join together and share the risk of claims experience. This common and accepted model for developing rates and managing coverage for public entities has been very successful within New Hampshire and nationally for many decades, delivering coverage at a lower cost and with better outcomes than the traditional private insurance market could provide.
In New Hampshire, the law that governs public sector risk pools is RSA 5-B, which notes that risk pooling is an essential governmental function that provides many advantages to people who work in the public sector.

Members Serving Members: Meet the HealthTrust Board of Directors
The HealthTrust Board of Directors are elected by and truly reflect our Member Groups and Covered Individuals. They are a dedicated, diverse group of volunteers who develop HealthTrust’s strategic goals, make decisions about HealthTrust products and services, ensure HealthTrust is accountable to its Members and that our mission, vision, and values remain at the forefront of all we do.
At any time, at least two-thirds of our Board come from Member Groups that are actively participating in our coverage. Board seats include those for employees, county officials, municipal officials, and school officials. Individuals such as firefighters, teachers, police officers, human resources managers, school business administrators, town managers, and many other individuals who want to make a difference in their community are eligible to serve.

Our pooling strategy spreads high-cost claims dollars out amongst all of the groups, limiting the exposure of any one specific group.
Think of the expression, “There is safety and strength in numbers.” In a nonprofit public risk pool such as HealthTrust, municipalities, counties and schools pool their coverage dollars to create, in effect, their own insurance coverage or to “self-insure.” This collaboration means that each entity incurs less risk and has a greater pool of resources and more protection for handling claims.
The larger the pool, the lower the risk for each individual Group. HealthTrust, as the largest public healthcare risk pool in New Hampshire, can provide greater protection against soaring claims than an employer could obtain individually in the private market. In addition, HealthTrust’s focus on health promotion and preventing injury and sickness helps Covered Individuals stay healthy, contributing to lower costs, reduced absenteeism and increased productivity in the workplace, and stronger communities throughout our state. The Association of Governmental Risk Pools (AGRiP) estimates that, in the long run, risk pool members reduce their cost of insurance by an average of 15-25 percent.
Audited Financial Statements
The HealthTrust Board of Directors and its Finance and Personnel Committee pay close attention to the financial status of the organization throughout the year. In addition, HealthTrust’s financials are audited by an independent certified public accounting firm each year.
HealthTrust’s Fiscal Year (FY) 2024 Financial Statements were audited by the independent auditing firm Johnson Lambert, which issued its opinion on October 23, 2024, that HealthTrust’s financial statements present fairly, in all material respects, the financial position of the organization as of June 30, 2024 and June 30, 2023. The HealthTrust Board of Directors reviewed and formally adopted the Audited Financial Statements.

Annual Actuarial Evaluation
HealthTrust's FY 2024 Annual Actuarial Evaluation was performed by Milliman, a leading actuarial firm. The evaluation performed included an assessment of the adequacy of contributions required to fund HealthTrust’s program and the reserves necessary to be maintained to meet expenses of all incurred and incurred but not reported claims and other projected needs of the plan based on sound actuarial methodology and assumptions as to future events.
