Concord, N.H. (March 4, 2024) – The HealthTrust Board of Directors has appointed Scott DeRoche as the new executive director. DeRoche, who moves into the role after serving as acting deputy director, has been with HealthTrust for 12 years. He has extensive leadership experience and deep knowledge of risk pool operations and the healthcare industry. DeRoche was selected after a nationwide search and began in his new capacity March 4, 2024.
“Scott is a strong believer in HealthTrust’s mission and I am excited about his new role and his vision for the next chapter of our organization,” said Daniel Rossner, chair of HealthTrust’s Board of Directors. “His experience and knowledge of HealthTrust and the complex healthcare landscape facing New Hampshire’s public sector employers will help him contribute immediately as our next executive director.”
DeRoche has served as a member of the HealthTrust leadership team for the past five years. Much of his experience with the organization has been in operations, working with teams on in-house claims processing, customer service, enrollment, and vendor operations. He has been actively involved in new product development, HealthTrust’s organizational response to federal regulatory changes, and work related to plan documentation and compliance.

DeRoche started his HealthTrust career as a benefits advisor and quickly moved to assistant manager of vendor and ancillary services from 2013 to 2019. For the next four years, he served as HealthTrust’s member and enrollee services manager before moving into the acting deputy director role in July 2023. Prior to joining HealthTrust, DeRoche worked at UnitedHealthcare where he trained teams in customer service and many of the technical aspects of the health insurance industry, such as benefits, claims, plan design, and regulatory issues. His educational background includes earning an MBA from the University of New Hampshire and a Bachelor of Science degree in Community and International Development from the University of Vermont. He lives with his family in Concord.
DeRoche was offered the executive director position after a nationwide search led by members of the HealthTrust Board of Directors. He succeeds long time executive director Wendy Lee Parker, who announced her plans to step down as of February 2024 and move to the next phase of her career after 34 years at HealthTrust.
